MINIMUM REQUIRED QUALIFICATIONS:
- Bachelor’s Degree in Civil or Environmental Engineering
- Professional Engineer License preferred
- 2 years experience in Water/Wastewater construction/operations
- Experience in the utility industry preferred
- Requires a Valid Driver’s License (subject to motor vehicle record review)
- Must be ambitious, enthusiastic, a self-starter, an innovator, organized and be able to work well under pressure of multiple deadlines and assignments. Exceptional time management, strong interpersonal skills, problem solving, decision-making, team player and leadership qualities essential. The successful applicant must demonstrate in oral interview exceptional leadership qualities, ability to perform projects and assignments in a timely fashion without supervision, and ability to motivate exceptional employee performance.
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
- Plans, budgets, directs and monitors the installation of the water/wastewater remote site data collection and communication systems for SCADA networking. Develops as built drawings, operating manuals, and closes projects files.
- Establishes standards for data retrieval, communications, and reporting devices in conjunction with HIS standards and evolving SCADA technology.
- Directs the programming of SCADA devices (RTU’s and PLC’s), and coordinates database management with AM/FM-GIS SCADA facilities with the Civil Engineering Department.
- Performs water/wastewater network analysis and extended time simulations for various collection and distributions facilities. Compiles and evaluates information into a manual reflecting system parameters and minimum operational standards.
- Directs personnel to review and analyze unanticipated water and wastewater problems.
- Assesses and documents appropriate solutions to mitigate conditions.
- Directs periodic review and inspection of existing water and wastewater systems.
- Coordinates with district operations personnel to assure facility integrity.
- Develops deficiency lists; evaluates multiple projects with Managers, Field Superintendents, and Water/Wastewater Foremen.
- Analyze system deficiencies and prepares reports for management and engineering. Recommends cost-effective measures.
- Coordinate, plan, develop, and budget annual programs with the districts to address water and wastewater operational and maintenance needs. Communicate with district personnel to track and update water and wastewater O&M, two year work plan.
- Performs technical research to develop solutions to engineering problems associated with water and wastewater systems.
- Develops analytical reports to water and wastewater systems, which become the framework for future system expansion or modification. Works with NTUA personnel to obtain data for system analysis and to complete design sketches for the preparation of engineering design drawings for applicable systems or facilities.
- Develops, installs, operates and coordinates with other entities the introduction, application and use of engineering related software to supply requesting agencies of Authority’s planning data and planning process.
